Water Rates & Policies

The Town of Noma provides reliable water and wastewater service to all residents within the town limits. This page summarizes monthly rates, service requirements, customer responsibilities, and key utility policies.

Monthly Water & Wastewater Rates

Noma uses a flat-rate billing system. Monthly charges do not vary based on usage.

  • Water Service: $30.00 per month
  • Wastewater (Sewer) Service: $45.00 per month

Bills are issued at the beginning of each month and cover the previous month’s service.


Billing Schedule & Due Dates

  • Bills Mailed: 1st of each month
  • Payment Due: 15th of each month
  • Late Fee: $10.00 applied on the next business day after the 15th
  • Returned Check Fee: $30.00 for any returned payment

Accounts with a remaining balance after the due date may be subject to disconnection beginning on the 25th of the month.


New Service Connections

To start utility service, new customers must complete a utility service application and provide a valid photo ID.

The following fees and deposits apply:

  • Water Service Deposit: $150.00 (refundable upon account closure once the final bill is settled)
  • Wastewater Service Deposit: No deposit is required for wastewater-only service
  • Connection Fee: $750.00 base fee for new water or wastewater connections (this fee may be adjusted based on actual installation costs)

Disconnections & Reconnection Policies

Service may be disconnected for any of the following reasons:

  • Non-payment of utility bills
  • Repeated damage to Town-owned utility meters, boxes, supply lines, or fittings
  • Activities that place undue strain on the utility system
  • Tampering with meters, valves, or other Town-owned utility equipment
  • Disconnection Date: Unpaid accounts are subject to disconnection beginning on the 25th of each month.
  • Final Notices: Final notices are delivered to customer doors by the 24th as a last warning before shutoff.

To restore service after disconnection:

  • All past-due amounts must be paid in full
  • A $35.00 disconnection fee must be paid

Unauthorized reconnection or evidence of tampering may be referred to the Holmes County Sheriff’s Office and may result in criminal charges. Continued tampering may result in the connection being capped permanently.


Termination of Service & Final Billing

If you are moving or no longer need service, please contact the Town Clerk to request termination of service.

When service is terminated:

  • A final bill will be prepared for your account
  • Your water deposit will be applied to the final balance
  • If a credit remains after the final bill is paid, a refund check will be mailed to your forwarding address within approximately six weeks

Customer Responsibilities

Customers are responsible for the following:

  • Maintaining plumbing and water lines on the customer’s side of the meter, including pipes and fixtures on private property
  • Requesting a temporary shutoff from the Town if a leak occurs on the customer’s side, to help prevent unnecessary water loss
  • Keeping the meter box clear of plants, debris, vehicles, or other obstructions so Town staff can safely access it for maintenance and readings
  • Not tampering with the water meter, meter box, supply line, or other Town-owned utility equipment

Any damage or interference with Town-owned utility equipment should be reported to the Town immediately so it can be repaired promptly.


Service Interruptions & Emergency Notices

When planned or unplanned service outages occur, the Town of Noma will provide updates to customers as quickly as possible.

  • Notices will be posted at Town Hall, on the town's social media, and website alerts sent.
  • If a Boil Water Notice is required, it will be hand-delivered to affected customers with detailed safety instructions.
  • The Town will work promptly to restore service and minimize any inconvenience.

Customer Complaints & Dispute Resolution

If you have questions or concerns about your bill or utility service, please contact the Town Clerk first. Most issues can be resolved quickly through the Clerk’s office.

If a satisfactory resolution cannot be reached, you may appeal to the Noma Town Council. The Town Council meets monthly and reviews disputes on a case-by-case basis. Customers who wish to appeal are encouraged to submit their concerns in writing before the scheduled meeting.
